The great switch off: Thousands of speed cameras set to be scrapped as councils follow Oxfordshire’s lead

Britain’s network of 6,000 speed cameras could be dramatically reduced after a raft of councils looked set to follow Oxfordshire’s move and switch theirs off.

The county’s entire network of 72 cameras will be switched off at midnight tonight after the coalition Government pulled the plug on their funding.

The change of heart could usher in a different landscape for Britain’s 33million motorists two decades after the first network was installed.

Already, neighbouring Buckinghamshire said it is ‘very likely’ to switch off its cameras, while Bedfordshire, Suffolk and Derbyshire have launched reviews.

Northamptonshire has also switched off eight of their 42 cameras and Somerset is to axe nine of its 26 traps in coming weeks.

Other local authorities have announced there will be no new cameras, despite praising them in the past for helping to reduce road deaths to a record low.

The moves, however, could be just the tip of the iceberg as councils battle to deal with huge reductions in central government funding while expecting further cuts.

Under the terms of the new budget, the road safety grant for 2010-11 has been slashed by 40 per cent.

Crucially, the capital grant – a £17.2million annual fund that typically pays for the cameras – has also been abolished.

British Airways strike: airline cancels third of flights as first stoppage ends

British AIrways has announced that the three-day cabin crew strike had cost the airline £21million so far, lower than predicted.

Two out of three British Airways flights took off on Monday as the stoppage drew to a close, with the airline claiming its contingency operation had worked well.

Despite BA’s confidence, shares closed one per cent down at 241 pence on the London Stock Exchange.

“This has shown we have run a strong operation in spite of the strike and will continue to do so,” said a BA spokesman.

“We are happy that we have been able to run as well as we have.”

The stoppage had been expected to cost the airline about £27m.

Last week Willie Walsh, the airline’s chief executive, made clear that any losses caused by the strike would have to be recouped.

The airline’s website showed that by 4pm on Monday 238 out of 691 flights had been cancelled at 11 major airports around the country.

Heathrow’s Terminal 5, BA’s main base, was noticeably quieter than usual and the cabin crew union, Unite, said the stoppage had hit BA hard.

The full extent of the first stoppage will become clear during the week, when the airline is expected to release official details of how many flights were cancelled throughout the three-day dispute.

Supermarket giants Tesco and Asda dramatically increased prices on key items in the runup to Christmas in what an independent expert has called “a systematic, cynical and aggressive attempt to exploit demand”, a Guardian investigation can reveal. Batteries, lightbulbs, medicines, Christmas drinks and must-have children’s toys were among essentials whose prices were increased.

Batterie, lampadine, bevande natalizie ed irrinunciabili giocattoli per bambini sono tra i prodotti essenziali che hanno subito un aumento di prezzo.

Entrambe le aziende hanno organizzato campagne di marketing prima di Natale e di capodanno vantandosi di avere tagliato migliaia di prezzi ma molti consumatori sarebbero stati inconsapevoli dell’aumento contemporaneo di migliaia di prezzi.

UK space industry plans unveiled

Ambitious plans have been unveiled for a giant leap into space that would create a UK industry worth £40 billion a year and 100,000 new jobs.

The 20-year vision, outlined by a collaborative group of Government experts, heads of industry and scientists, aims to expand Britain share of the global space market from 6% to 10% by 2030. Much of the focus would be on potentially lucrative satellite technology, an area in which the UK excels.

To achieve the growth needed will require many millions of pounds of private investment, and a doubling of the Government’s space funding to £550 million a year over the next decade. But the rewards could be enormous, according to a report published by the Space Innovation and Growth Team (Space IGT).

Demand for space technology is booming with the worldwide market predicted to grow from £160 billion in 2008 to £400 billion by 2030.

The Space Innovation and Growth Strategy report calls for a six-fold increase in the size of the UK’s space sector, generating an industry worth £40 billion a year that would secure 100,000 new jobs.

Currently, Britain ranks 21st in the world in the league table of national space investment. France, Germany and Italy all spend proportionately more, placing them in the top 10. A doubling of Government spending would move the UK to 10th place in terms of Gross Domestic Product (GDP) invested in space. The higher level of national funding would also allow the UK to play a bigger role in European Space Agency (ESA) programmes.

Google employees roadtest its ‘Nexus One’ touchscreen smartphone as internet giant prepares to take on iPhone

Google is to launch its own branded mobile available direct to customers to take on the iPhone.

Dubbed the Nexus One, the Android smartphone will be the search engine’s attempt to make headway in the lucrative market.

Employees have been given a handset for testing, according to technology blogs.

The device has a touch screen like Apple’s iPhone and users can search the web by speaking search terms into it.

It has been built with Taiwan-based manufacturer HTC and could go on sale next year over the internet.

The move would mean bypassing mobile phone networks in favour of selling the unlocked phone itself online.

However, customers would still need to have a contract or pay-as-you-go agreement to use the device’s ordinary phone functions.

Ben Schachter, an analyst at San Francisco-based Broadpoint AmTech Inc, said: ‘If all of a sudden everyone is getting on the internet via their mobile device, Google needs to make sure it has an influence on that.

‘They need to make sure they have influence on how the mobile web will develop.’

Google’s Android phones have won attention in the mobile industry lately, with Motorola and Sony Ericsson choosing to launch it with their new top models.

Analysts say the aim is to gain access to valuable consumer data that can be used to sell ads at premium prices, rather than to make money from direct hardware sales, as companies such as Nokia or Research in Motion do.

Google said that it had given out handsets for staff to test, so they could ‘experiment with new mobile features and capabilities’ and give quick feedback on the new technology.

Mario Querioz, Google’s London-based vice president of product management, wrote in his blog on Saturday: ‘At Google, we are constantly experimenting with new products and technologies, and often ask employees to test these products for quick feedback and suggestions for improvements.

Battezzato il Nexus One, lo smartphone basato sul sistema operativo Android sarà il tentativo del motore di ricerca di fare progressi nel profittevole mercato.

Secondo alcuni blogs tecnologici agli impiegati è stato dato un telefono per testarlo.

L’apparecchio ha un touch screen come l’Iphone della Apple e gli utenti possono cercare il web dicendo le parole da cercare con la propria voce.

E’ stato costruito assieme all’azienda manufatturiera HTC basata a Taiwan e potrebbe essere messo in vendita su internet l’anno prossimo.

La mossa significherebbe evitare i networks dei cellulari in favore di una vendita diretta online del telefono con una connessione sbloccata.

Dozens of pensioners rescued as north east Scotland hit by flooding

AROUND 100 people have been rescued from flooded-out properties in Huntly and a further 50 from Stonehaven after heavy rainfall caused flash flooding across the North East.

The householders, many of whom were elderly, were taken to a nearby care centre after the River Deveron burst its banks this morning.

Eight teams of firefighters and a specialist flood team have been at the location helping to carry people out of riverside homes.

A spokesman said: “I think most of the people have been rescued, but all the crews are searching properties to make sure no-one is trapped.”

No injuries have so far been reported, he added.

Raymond Strachan, 55, who has lived in Huntly for more than 12 years, said flooding had destroyed his caravan and Mitsubishi Warrior 4×4 car.

Speaking outside his home in Sycamore Place, he said: “Everything is destroyed on the ground floor. There was between 4.5ft and 5ft of water inside the house.

“There is still 2ft to 3ft feet of water in the house so I haven’t started cleaning up yet.

“I’ve never seen flooding like this before. It was a torrent. The water rose quickly within half an hour and continued for more than two hours.”

Mr Strachan said he called on neighbours to alert them to the flooding last night.

He said: “I phoned the emergency services at around 1am but I was not the only one who had called by then. Then myself and two other guys started calling on people to make them aware.

“Some people have been left with no clothes whatsoever.

“My own mother, who lives nearby, has been taken to hospital with a suspected heart attack.”

Mr Strachan said he estimated the cost of the damage to his property would be between £10,000 and £15,000.

Raymond Strachan, di cinquantacinque anni, che ha vissuto per più di 12 anni, ha detto che l’allagamento ha distrutto il suo caravan e la sua macchina Mitsubishi Warrior 4×4.

Parlando da fuori della sua abitazione a Sycamore Place, ha detto: “Al piano terra è tutto distrutto. C’erano tra 130 a 150 cm d’acqua dentro casa.

“Ci sono ancora tra i 60 ed i 90 cm di acqua in casa così non ho ancora cominciato a pulire”

“Non ho mai visto un allagamento così prima. Era un torrente. L’acqua si è alzata velocemente in mezz’ora ed è continuata ad alzarsi per più di 2 ore”

Il signor Strachan ha detto che ha chiamato i vicini per allertarli dell’alluvione ieri sera.

Ha detto “Ho chiamato i servizi di emergenza attorno all’una di notte ma non sono stato l’unico a chiamarli. Poi io e due altri tipi abbiamo cominciato a chiamare la gente per avvertirli.

“Alcune persone sono rimaste senza alcun vestito”

“Mia madre, che abita vicino, è stata portata in ospedale per un sospetto attacco di cuore”

Il signor Strachan ha detto che il costo stimato dei danni alla sua abitazione sarebbe tra le 10000 e le 15000 sterline.

Winehouse mum: ‘Amy is like a child’

Janis Winehouse has said that she and the rest of her family would be forced to “step back” if her daughter Amy reunited with Blake Fielder-Civil.

Amy and Fielder-Civil were granted a decree nisi in their divorce proceedings last month, but it has been claimed that the singer wants to rekindle their relationship.

Janis told Closer: “The family will just say, ‘Enough is enough’. We’d never turn our backs on Amy, but there’d have to come a point where we step back.

“I’m not sure how much more I could go through. Amy knows what we think of Blake so I suppose she’s hiding it.”

She added: “Amy’s done so well getting healthy again. We all hope it’s not true they’re back in touch, but Amy is like a child.

“She says, ‘I love Blake, I love him’, and it’s hard to talk her out of it. She knows he’s bad for her. Who knows what will happen?”

Regarding speculation that Amy wanted to become a mother, Janis said: “Amy says she wants a baby but it’s just talk. Amy doesn’t weigh enough to get pregnant.”

Lifeguards in Tenby praised as heroes

Oneof the lifeguard heroes of Saturday’s mass beach rescue on Tenby’s South Beach said yesterday: “We were just doing our job.”

Llandovery College A-level student Coral Lewis, 17, who has only been a beach lifeguard for a matter of weeks, remained calm and collected when 36 children and four adults were plunged into deep water after a sandbank collapsed beneath them.

Her lifeguard colleagues Adam Pitman, 27, an ex-council worker from Kilgetty, Pembrokeshire, and 21-year-old Jon Johnston, a trainee doctor from Birmingham, dived into action on rescue boards to bring the group to safety.

Coral, from Pembroke, immediately started co-ordinating the rescue, summoning the coastguard, ambulances and medical specialists.

The RNLI said at least six of the youngsters in the water, aged between 10 and 17, would have drowned if the three-strong lifeguard team had not acted so promptly.

One of the party suffered “hypothermic secondary drowning” before being revived on the beach while another had an asthma attack brought on by shock.

The party were from the Brynamman and Ammanford areas of Carmarthenshire and were on an Action Camp team building weekend organised by Caerphilly-based Young Wales.

They had been staying at the Kiln Park Holiday Park in Tenby.

At just before 4pm on Saturday when the spring tide on Tenby’s South Beach was fully out, the youngsters linked arms and began singing and dancing as they walked backwards, fully clothed, towards the sea.

Organiser Bill Fitzgerald, chief executive of Young Wales, said the “paddling” exercise was a regular feature of Action Camp trips, allowing young people, some of who had never been to a beach, to “experience the sea”.

Rescuer Adam Pitman said: “We watched them walk onto what we call the White Back, a sand bank around 50 yards wide which we know can liquefy when the tide starts to come back in…and the tide was turning.

.
“We drove down there in our beach patrol vehicle and shouted to them to come back off the bank and it was then the sand started to give way.

.
“The tide came around the bank and suddenly they went from being ankle deep to being pretty much out of their depths.

.
“You train for this but you don’t expect to have 40 people plunged into the water in front of you.”

One of those rescued, Jacob Thomas, 16, of Brynamman, said: “At first it was fine because it was only up to our shoulders but then the sand starting giving way from the sides and everyone started to panic a little bit.

“I thought then, ‘Yeah, we’re going’. I was holding on to a 10-year-old at the time.”

RNLI spokeswoman Megan Pugh said Coral played a vital role in the rescue and carried out her job perfectly despite it being her first summer as a beach guard.

But back at work on the beach yesterday, the teenager said: “We were just doing our job. We’d been well trained and we knew what we were doing.”

Dave Miller, Coastguard Sector Manager in South Pembrokeshire, said: “The three RNLI lifeguards did a superb job. If not for their fast response times and the methods they used at the scene, lives would have been lost.”

Speaking on the beach yesterday, Mr Fitzgerald said the young people had been split into groups of eight, all with an adult supervisor.

He said that they knew the beach to be under the supervision of lifeguards and felt “comfortable” going in the water as a result.

He acknowledged the group had been outside the red and yellow flag area for bathers under lifeguard surveillance.

He said: “We walked out on to the beach and there was clearly lifeguard activity.

Uno degli eroici bagnini del salvataggio di massa di sabato sulla spiaggia sud di Tenby ha detto ieri: “stavamo solo facendo il nostro lavoro”

La diciassettenne studente del Llandovery College Coral Lewis che fa la bagnina solo da poche settimane, è rimasta calma e controllata quando 36 bambini e 4 adulti sono stati sommersi dall’acqua dopo che un banco di sabbia è sprofondato sotto di essi.

Il suo collega ventisettenne Adam Pitman, un ex impiegato amministrativo da Kilgetty nel Pembrokeshire, ed il ventunenne Jon Johnston, un apprendista dottore di Birmingham, si sono tuffati in azione su tavole di salvataggio per portare in salvo il gruppo.

Coral, da Pembroke, ha cominciato immediamente a coordinare i soccorsi, chiamando la guardia costiera, l’ambulanza ed i medici.

Il RNLI ha detto che almeno 6 dei giovani in acqua, di età compres tra 10 e 17 anni, sarebbero annegati se i 3 forti bagnini non fossero stati così pronti.

Uno del gruppo ha sofferto un “annegamento secondario da ipotermia” prima di essere rianimato sulla spiaggia mentre un altro ha avuto un attacco di asma a causa dello shock.

Il gruppo proviene dalle aree di Brynamman e Ammanford del Carmarthenshire e si trovava in un campeggio dedicato ad attività di gruppo organizzato dall’organizzazione Young Wales, di Caerphilly.

Risiedevano presso il Kiln Park Holiday Park a Tenby.

Poco prima delle 4 del pomeriggio di sabato quando la marea di primavera della spiaggia di Tenby sud era totalmente fuori, i giovani si sono presi per mano e si sono diretti verso il mare, completamente vestiti, ballando e cantando.

Il capo-organizzatore di Young Wales Bill Fitzgerald ha detto che nei loro campeggi andare a ‘sguazzare’ in acqua è un normale esercizio, che permette ai giovani, che in alcuni casi non sono stati mai in spiaggia, di ‘fare una esperienza del mare’.

Il soccorritore Adam Pitma ha detto: “li abbiamo visti camminare sopra a quello che chiamiamo il Banco Bianco, un banco di sabbia largo 45 metri che sappiamo può sciogliersi quando la marea comincia a tornare.. e la marea stava girando”

“Abbiamo guidato laggiù nel nostro veicolo da spiaggia e abbiamo gridato loro di tornare indietro dal banco e proprio in quel momento la sabbia ha cominciato a cedere.

“La marea ha circondato il banco ed improvvisamente si sono ritrovati da pochi centimetri d’acqua di profondità fino ad essere quasi sommersi completamente

“Ci si allena per queste situazioni, ma non ci si aspetta di avere 40 persone sommerse in acqua di fronte a te”

“Uno dei giovani soccorsi, Jacob Thomas, di Brynamman, ha detto: “All’inizio andava bene perchè ci arrivava solo fino alle spalle ma poi la sabbia ha cominciato a cedere ai lati e tutti quanti hanno cominciato a soffrire un pò di panico.

“Allora ho pensato, ‘Si siamo spacciati’. Stavo tenendo un bambino di 10 anni in quel momento.

Megan Pugh, portavoce dell’RNLI, ha detto che Coral ha avuto un ruolo fondamentale nel soccorso ed ha eseguito il suo lavoro perfettamente nonostante fosse la sua prima estate da bagnina.

Ma al ritorno al lavoro in spiaggia ieri la teenager ha detto “Stavamo solo facendo il nostro dovere. Siamo stati bene addestrati e sapevamo cosa stavamo facendo”

Il manager della guardia costiera del Pembrockshire del sud, Dave Miller, ha detto: “I 3 bagnini hanno fatto un lavoro superbo. Se non fosse stato per i loro rapidi tempi di reazione ed i metodi cha hanno utilizzato, avremmmo avuto delle vittime”

Parlando in spiaggia ieri Mr Fitzgerald ha detto che i giovani erano stati separati in gruppi di 8, ognuno con un adulto in supervisione.

Ha detto che sapevano che la spiaggia era sotto il controllo dei bagnini e che si sono sentiti a proprio agio ad andare in acqua proprio per questo.

Era anche a conoscenza del fatto che il gruppo si era recato al di là dell’area della bandiera gialla e rossa sotto controllo dei bagnini.

Ha detto: “abbiamo camminato fuori sulla spiaggia e c’era una chiara presenza di bagnini.

Record crowds at Stonehenge for summer solstice celebrations

Druids began their incantations, Wiccan priestesses drew their cowls tight against the damp morning air and four half-naked Papuan dancers waved their hands in the air and went: “Woo, woo, woo”.

Only the guest of honour failed to put in an appearance at Stonehenge.

A record 36,500 people had gathered at the prehistoric monument on Salisbury Plain to watch the sun rise. So many turned out to celebrate the solstice that roads had to be shut and the vast field converted into a car park for 6,500 vehicles was full by 3am.

Disappointingly, despite a promising forecast, the sun was unable to break through the thin layer of grey cloud that shrouded the ceremony. But most people did not let that spoil their enjoyment.

The crowds had dispersed by the time it was fully light, revealing the bodies of those who had had too much fun, or had simply had enough, slumbering gently on the grass.

Solstice celebrations have become a summer staple, alongside Wimbledon, Glastonbury and the annual gathering of public school pupils in Rock in Cornwall, at the end of the exams.

Despite the complete lack of entertainment, the less than one in ten chance of seeing the sun and the incessant bongo playing, the solstice has attracted larger numbers every year since the stones were reopened to the public in 2000.

Dave Batchelor, English Heritage’s Stonehenge-based archaeologist, said: “We were expecting a large turnout because of the forecast and the fact it falls on a weekend this year so more people can get here.

“We got the maximum number we had planned for so the infrastructure was able to cope.”

In normal circumstances it is not permitted to approach within spitting distance of the stones. But at solstice, the barriers come down. By 3am, the inner circle was so tightly packed that people could be seen struggling to lift their beer cans to their lips.

Sensibly, the druids held their ceremony beside the heel stone, a leaning monolithic a few dozen yards from the main stone circle. Rollo Maughling, the white-haired, white-robed archdruid of Stonehenge, started the ceremonies in an elegant straw hat.

I druidi hanno cominciato i loro incantesimi, le sacerdotesse di Wiccan hanno indossato i loro cappucci contro l’aria umida del mattino e quattro danzatori di Papua, mezzi nudi, hanno alzato le mani al cielo e gridato “Woo, woo, woo”.

A Stonehenge è mancato solamente l’ospite d’onore.

Una folla record di 36500 persone si è radunata al monumento preistorico della piana di Salisbury per guardare il sorgere del sole. Si sono presentati in così tanti per celebrare il solstizio che alcuine strade sono state chiuse ed il grande campo convertito in un parcheggio per 6500 macchine, che alle 3 del mattino era già esaurito.

Purtroppo, nonostante le previsioni favorevoli, il sole non è riuscito a passare attraverso il sottile strato di nuvole grigie che ha avvolto la cerimonia. Ma la maggior parte della gente si è divertita lo stesso.

Alla piena luce del mattino la folla si era già dispersa, e sui prati rimanevano i corpi di che si era divertito troppo o semplicemente ne aveva abbastanza.

Le celebrazioni del solstizio sono diventate un prodotto estivo e si tengono anche a Wimbledon, Glastonbury ed a Rock in Cornovaglia dove si tiene la riunione annuale degli studenti della scuola pubblica.

Nonostante la totale mancanza di attrazioni, la possibilità di uno su dieci di poter vedere il sole e l’incessante suono dei bonghi, il solstizio ha attratto più visitatori ad ogni anno da quando il luogo è stato riaperto al pubblico nel 2000.

Dave Batchelor, archeologo della conservazione dei beni culturali inglesi ha detto: “Ci aspettavamo molta gente a causa delle previsioni e per il fatto che si tratta di un fine settimana quest’anno, così molta gente è potuta venire”,

“Abbiamo avuto il numero massimo di visitatori che avevamo previsto e l’infrastruttura ha retto”.

In normali circostanze non è permesso avvicinarsi ad i massi. Ma al solstizio le barriere vengono tolte. Alle 3 di notte, il cerchio più interno era così affollato che le persone non riuscivano ad alzare le lattine di birra alle loro labbra.

Intelligentemente, i druidi hanno tenuto la loro cerimonia a fianco della pietra-tallone, un monolite piegato che si trova a qualche decina di metri dal circolo di pietre principale.
